Why is water discharging intermittently from the bottom relief port of our Watts 009 RPZ backflow preventer?

Can I use a standard 600 WOG brass ball valve on a 50 PSI steam line?
Only if its seat and stem packing are rated for saturated steam at that temperature (50 PSIG steam is 298°F). Standard virgin PTFE seats cold-flow under cyclic steam service; for steam lines, we supply Apollo 70-100 / 70-600 series bronze ball valves with MPTFE/RPTFE steam-rated seats or Jenkins Class 150/200 bronze globe and gate valves.
